Notice: Illien Adoptions International, Inc. – Accreditation Cancelled


About two weeks ago Dr. F notified me that Illien Adoptions International, Inc. had their accreditation officially cancelled, after having it suspended in 2014. SOC SEAD also had its Indian license revoked temporarily in 2014.

Here is the official text from the Council on Accreditation (COA):

The Council on Accreditation (COA) has cancelled the accreditation of Illien Adoptions International, Inc. COA is the Department of State’s designated accrediting entity for adoption service providers under the Hague Adoption Convention (Convention), the Intercountry Adoption Act of 2000 and the Intercountry Universal Accreditation Act (UAA). The cancellation is due to COA’s finding that Illien Adoptions International, Inc., failed to maintain substantial compliance with the accreditation standards in accordance with 22 CFR Part 96.27. For more information regarding this cancellation please refer to the information on substantiated complaints and adverse actions on the Council on Accreditation’s website.

As a result of this cancellation, Illien Adoptions International, Inc. must cease to provide all adoption services in connection with intercountry adoption cases. Please note that this cancellation affects Illien Adoptions International, Inc.’s ability to provide adoption services in both Convention cases and non-Convention cases subject to the UAA. Persons with an open case with Illien Adoptions International, Inc., should contact the adoption service provider directly to find out how the cancellation will affect their adoption services.

The cancellation is effective August 5, 2016, and is permanent.”

These two announcements, particularly the one about Illien, are troubling for me personally but also for the others affected by both organizations. As if there wasn’t already enough uncertainty surrounding the circumstances in which i was adopted, now I am even less sure that what took place was done with some semblance of ethical foundation. I don’t really have the emotional bandwidth to process this at the moment but mostly it angers me and scares me. It would be nice to know why they had their license permanently cancelled.

  1. The substantiated complaint from 2012 is the most concerning to me, the 2014 is financial that ultimately caused the cancellation.

    I came across your site by accident, and have only glanced through your postings, but I am curious if you have attempted to make a FOIA request for your alien file (A-file) from USCIS? I am uncertain how their adoption process worked during the 80s, when you were adopted, but in contemporary international adoptions some record of the adoption process is kept in a child’s alien file. Perhaps this may be an avenue for you to explore, if you have not done so?

      Thanks for visiting the site and for your question. I have not even ever heard of the A-file, although now I have done some research and have a better understanding of the file. I believe I have all relevant files related to my adoption already in my possession but may look into submitting a FOIA to see if USCIS has anything additional to offer.
